OF LISTERS
Each
year the Listers establish a Grand List which specifies the value
of taxable property in the town as of April 1st. The pre-Grand
List must be completed by June 4th. Grievance hearings must begin
no later than June 18th. The final Grand List must be lodged with
the Town Clerk on July 25th annually.
The
Thetford Listers Office is staffed by 4 part-time positions; 3
Listers and 1 Clerical Assistant. This year we processed over
150 sales/transfers and 20 surveys; which include annexations
and splits.
This
year all of our tax parcel maps have been computerized via our
Geological Information System (GIS) which links to our CAMA system.
GIS is a much needed and valuable tool which enhances our efficiency
and productivity; and we look forward to the many opportunities
this system has to offer our department and all the town offices.
Please
read all documents from the State and the Town. The information
may affect the taxes you will owe. VERY IMPORTANT: The Declaration
of Vermont Homestead (Form HS-122) MUST be completed by ALL VT
residents who own and occupy a VT homestead on April 1 by April
15 regardless of extensions for income tax filings. This will
determine which tax rate, or rates, apply to your property and
creates a lot of extra work for everyone if not done properly
and timely. Please note that business and rental use of dwelling
and/or outbuildings must be noted on the form.
Any
time the value of your property changes from the previous Grand
List, the Listers will notify you in writing. Values can increase
or decrease due to various reasons. Property owners’ responsibility
after receiving a change of appraisal notice is as follows:
If
you agree with the value, no action is needed.
If
you disagree with the value, you must file a written grievance
letter within fourteen days of the mailing. (V.S.A. 4111 and 3756).
The letter can be brief but be prepared to support your position
at a hearing.
The
regulations governing the appeal process can be confusing. We
as a Board must abide by ever changing state statutes and fixed
and constrained timetables. We are here to assist you with any
questions or concerns that you may have. Our office hours are
